| I started referring criminal defendants to The Way to Happiness program in the latter part of 1996, and the results we've seen in that short time have been extremely positive. What we are looking at with The Way to Happiness and Criminon programs are technologies, which are much more than just shunting someone into custody for a long period of time. These programs present the only real hope for the future of this country in terms of a safe environment and neighborhood.
